Debes registrar tu dll con el GUID que te ha generado (tu dll es un servidor OLE), en el regedit dentro de HKEY_LOCAL_MACHINE\Software\Microsoft\MMC\Snapins, aquí explica como

luego entras a MMC y ahí creas tu msc.
