Todas las versiones de Delphi incluyen un paquete para que uno haga pruebas con sus propias componentes. Este paquete lo encuentras en el subdirectorio lib bajo el nombre de dclusr.dpk. Simplemente ábrelo y mete ahí tus componentes.
Habría que ver cuáles son exactamente los términos legales de esto. En la FAQ del sitio de TurboExplorer no queda claro:
