En este caso, lo que debes hacer es anidar las llamadas:

if not TCliente.Locate('TELEFONO1', Edit.Text, []) then
  if not TCliente.Locate('TELEFONO2', Edit.Text, []) then
    if not TCliente.Locate('TELEFONO3', Edit.Text, []) then
      ShowMessage('No encontrado');
