¿y si utilizas una variable "boolean"?

 OnCreate de tu formulario ()

  VerPrevia := True;
  ..

 OnClickPrevia ()
  If VerPrevia then begin
   VerPrevia := False;
   Reporte.Preview;
  end;

 Reporte AfterPreview()
  VerPrevia := True;
