EM_SHOWBALLOONTIP C++ a Delphi

Cordial saludo,

Estoy tratando de suprimir la advertencia CapsLook en un TEdit que tiene la propiedad PasswordChar := '*', encontre esta solucion pero no se como implementarlo en Delphi para que se suprima este mensaje.
